Understanding the Vision and Legal Basis
Vietnam has set clear objectives: AI contributing 6% of GDP by 2030, export revenue reaching US$5 billion, and 60% of businesses adopting AI. A comprehensive AI Law, effective from March 2026, will establish the legal framework, risk classification, and incentive measures. Furthermore, the goal of 60% of administrative decisions being AI-supported and all online public services being AI-assisted by 2030 demonstrates a strong commitment to digitizing the public sector.
Preparing Resources and Infrastructure
To realize these goals, Vietnam is focusing on training 10,000 highly qualified AI specialists and 50,000 professionals with AI application skills by 2030. Major domestic and international technology corporations are actively involved, alongside research and educational institutions. However, operators must be mindful of the challenge of high-quality talent shortages and potential constraints in data and computing infrastructure that could impact deployment speed.
Acting Responsibly with a Long-Term Vision
Beyond economic opportunities, operators must identify risks related to AI ethics, privacy, information pollution, and cultural impact. Compliance with new regulations, particularly local presence requirements for AI systems with foreign elements, needs careful consideration. Initiatives like TECHFEST and the national AI portal serve as crucial platforms for fostering a safe and responsible ecosystem.
Operators and policymakers must continuously assess market signals, regulatory frameworks, and internal capabilities to make strategic decisions. Balancing the promotion of innovation with effective risk management is key for Vietnam to truly rise in the AI era.
