The Law on Digital Technology Industry (effective Jan 1, 2026) and Resolution No. 05/2025/NQ-CP (issued Sep 9, 2025) establish a formal legal framework for virtual assets, including cryptocurrencies, with a five-year pilot program. Regulations mandate that virtual assets must be backed by real-world assets, traded in VND, and initially limited to foreign investors, aiming to control risks and ensure compliance. Domestic investors trading on unlicensed platforms may face fines, indicating tightened regulatory oversight.

Vietnam consistently ranks among the top countries globally for cryptocurrency adoption, with an estimated over 18.6 million users. This popularity is driven by the need for financial services access for the underbanked, lower remittance costs, and significant interest in investment, speculation, as well as sectors like GameFi and NFTs. The trend of Real-World Asset (RWA) tokenization is also gaining focus, opening new avenues for capital raising and investor protection.
